Long Service Holiday Bonus not Retrospective

My current employer is going to give a bonus 2 days holiday to anyone who achieves the 20 year milestone, but not to those who have already passed. Is this even legal?

Entirely legal, but not very reasonable. Have you asked about the thinking behind this?

Not sure about that as they will need to demonstrate that is reasonable for all employees, no matter what age they were taken on at, to be able to achieve the 20 years and gain the benefit.

are you absolutely certain that all employees get the same holiday entitlement currently?
Maybe they are just bringing up to standard those that are newer into the business than you, and that you have even more than those that complete 20 years.
Maybe they suffer from poor staff retention

My previous employer introduced a long service cash bonus after 15 , 20 years etc.
I had already worked there more than 15 years so asked and received.

I ran this past my (HR boss) OH and she said it's entirely legal, whether it's a nice thing to do or not.

I assume your Employer pays SSP only otherwise they'd get lots of 20 year + employees being off sick for 2 days
