My (possibly completely incorrect) understanding is that they cannot enforce this after the end of your notice period, but where they could come back after you would be if they can show that you had disclosed information you'd received in confidence whilst working for them.
With regards to the references, I wouldn't be too worried about that. If anything, the situation would play into the hands of people who wouldn't have expected a decent reference in the first place. If you go to a completely unrelated job and get a one line reference you've got some serious questions to answer, whereas if you get one when you go to a direct competitor, they're liable to immediately give you the benefit of the doubt in assuming it's sour grapes.
