On an empty road and with the opportunity to give a CS a run through the gears the CS would feel highly competent/satisfying and with a great engine sound. From what I gather the 1m will feel faster, more direct, more lively, cheaper to run, but on the negative the entry price is high for a 1 series, it rides stiffer, less sound and at higher speeds the chassis in the m3 is superior, interior is also a nicer place to be, improved quality feel in the M3 too. Most people won't appreciate the M3 until they have spent some real time in one, only then does it reveal its talents, wheras the 1m is more plug and play.
A £40k + e9x isn't a smart buy at the moment though, the cheaper ones are far better value leaving you some change.

Ive owned my M3 e92 for 3 months and hav'nt had it in auto once, lol, getting the 4 wrap exhaust mod done this week, so its up and down them gears all the way. Lighter than the later M3s. In fact I think weights as much as the 1M and surely more practical with plenty of boot space for a pram and luggages.
Such a great value this car currently.
At the time of release I drove a dealer's demo 1M and the M3 back to back - the dealer had a chap who ordered a 1M and cancelled, so the 1off build slot was being offered.
At the time, I thought the 1M was a charger, it felt taught, musclebound and torquey - a bit of an animal. The M3 in comparison felt a bit big (i was coming from a Z4 coupe), the engine felt flat and it didn't give much feedback through the steering. BUT there was a quality i just couldn't put my finger on - a depth of character.
I slept on it and called the dealer the next day, and declined to go for the 1M (£40k for a 1 series, how overpriced i thought) - so i got that one completely wrong!! I could have had some depreciation free motoring - how often does that happen with a new car sold for an obtainable price??
I also passed on the second hand M3 I drove (a 2008 model). But over the next couple of months the memory of the 1M seemed to fade, like it was a quick hit. But there was something about the drive in the M3 that was playing on my mind - it felt right.
Roll on a couple of years and I went for an M3 on the 0% deal BMW offered. It's a real grower of a car and gets under your skin. A couple of years on and since the engine has bedded in i'm still learning it, the power delivery is so linear and enjoyable when changing gear at 2k revs, let alone 8k revs. And the way the sound changes over the powerband is exceptional.
In short, you won't go wrong with either car. As a weekend car, the 1M may be a quicker hit. But as a daily driver (as mine is), the depth of abiliy and engineering really shine through in the M3.
I had a hit and miss realtionship at first and I have the manual gearbox, but after 18k miles I love the gearbox and the car.
search out a competition pack manual or DCT with a decent spec. Get Michelin pilot supersports and enjoy...
