Why do people put "M" badges on non-M cars?

Apologies for being a bit vague on the whole Z car X car thing but as far as I am concerned these are the rules you should follow, ie BMW's own rules!
Genunine M cars with M badges and a model designation:
M3 E30 - E36 - E46 - E90
M5 E28 - E34 - E39 - E60 - F10
M535i E12 (not an M engine but 12 valve M30 from 635CSi built by M department before M GMBH)
Genine M Cars with M badges and no model designation:
M1
M635CSi (confusingly a 24 Valve M engine, should have been M6 a'la M5 not M635CSi a'la M535i...)
M-Sport with M badges:
M535i E28
I feel that if you really must M badge then a factory built sport may be badged with single M as the M535i E28 did, just don't be saddened if folk laugh at you.

^^^ I've always viewed the 850 CSi as a bona fide M-car too, but has no exterior M badging or M-related nomenclature. And then there's the E30 320iS, which is definitely M-powered despite most not carrying any badging either
I suppose for me it all comes down to whether the car has had enough engineering work from the M-division so as their involvement significantly altered the characteristics and focus of the car
