A message I've received today from a councillor who's been approached about this is as follows:
Hi XXXX, yes I'm in agreement with you that clause 2 doesn't consider people being branded as anti-social simply for meeting at the car park. I doubt that anyone would be able to get this changed now because of the cost to do so. The wording would have been signed of by HDC Cabinet members without checking with local Councillors.
The meet on Sunday morning has never been a problem as far as I know and neighbours have not complained about this. The complaints all referred to night use of the car park. I'm not sure how friends meeting at the car park on a Sunday morning could be regarded as anti-social under the order and that was not what was intended by HDC.
Reading between the lines, this would appear to almost be an endorsement for us to continue using as before, which is lovely of course. I think we'll just have to make it a strict requirement that you arrive and leave quietly and respectfully, no excessive engine revving etc etc.

Cambs take on it is pretty reasonable if you ask me.

it requires the driver to have committed both antisocial behaviour in the vehicle AND driving without due care and attention
They can then only seize the vehicle if the driver has already been warned within the last 12 months.
Their definition of 'occasion' on page 14 makes it pretty obvious that simply meeting up and driving away would not constitute an offence under section 59.

They need to apply common sense or else it will become prejudicial against anyone who has / likes nice cars, regardless of how they actually behave.

appreciate the thoughtful and measured response, don't have any issues with any of your points. Overall I was disappointed with the fact that my event was used to depict the 2am issues experienced by the residents.
Can you please let me know who I should inform as I have agreed to visit the Riverside Car Park on Sunday 23rd July with the Abarth Owners Club - which I would expect to be of a much more sedate nature. We would be arriving at 3.30pm and leaving by 5pm.

I don't think you need to message anyone. There have also been messages of 'support' sent my way from local residents and none of them have mentioned my meet or yours as the problem, just the modified-Corse brigade as the source of problems. Obviously from the video we know there is at least one person who's likely to video the event(s) but I don't think there's a problem with cars turning up, just the noise levels.
Personally, my heart tells me I should go somewhere else and leave St Neots on its own.
I don't Like the idea of driving into the car park being looked at or thinking people are not happy seeing me arriving?
So, I don't mind paying £3 and going to Grafham waters as I will be able to relax with you chaps, enjoy a bit longer drive from my home, and my mate lives close to that location which will be great for him.

Some of the local residents spoke to us on Sunday and made a point of saying we are more than welcome. The issue is very much surrounding the local 'Barry boys' at 2 - 4 am, being incredibly loud. Anecdotally, I believe they have already changed location to the other end of town after a frequent police presence through the nights so I really wouldn't expect it to be an issue in the slightest for future events.
