Looks like it's a resident. The registered owner isn't Team Lotus so they are probably leasing it.

Blink (who are the owner of the aircraft) are an air taxi firm who are based at Blackbushe. I suspect that they are transport some of the Team Lotus guys around and have decorated the aircraft in their colours for promotional purposes.
Whilst you wont see many jets at Blackbushe you will regularly see the Blink jets there, often 3 of them. Other jets do appear on occasion as well.

Punching the reg into G-info shows that the only change of livery is the Lotus badge on the fin.

I suspect they had to wait for the outcome of the court hearing before they could paint the Team Lotus emblem on it. Did you notice the engine cowlings, one has the union jack, one has the Malayasian flag on it.

Blackbushe will be its home airport, although in the ideal world you wont't see it there often as it should be in the air making money! http://www.flyblink.com/ is the website for the operator of the aircraft, they have a few taster flights on sale!
