However it's a very narrow field of view. Ideally it need to cover the entire harbour.

Well, they've got 6 tugs assigned to make sure this one doesn't end up somewhere it shouldn't

The small boat channel is also shut (inbound and outbound) from 06.45 to 07.30, so they have all the space that the harbour entrance affords.
