This is all from just looking at flight radar24. From the number of tankers loitering over Poland and Romania there is an awful lot down there with the transponders off.
Pretty sure this is the Airbus Zephyr 8 being trialled in the US, it's been loitering at nearly 70k ft for at least a day now - cool looking thing.

Just taken off from the joint Spanish-USN base at Rota, which is where they usually operate out of when deploying to Europe, being USN aircraft.https://en.wikipedia.org/wiki/Boeing_E-6_Mercury
You can usually spot one over Europe somewhere once every few months.
