Legally you can drive a car with one functioning eye so a squint is no impairment to getting a licence.
Although as you have no stereopsis (3D vision) depth perception and judgement of speed is slightly altered although the brain is a very clever thing and learns to compensate. Things like revesring and judging gaps may take a little more time to learn, but no special adaptations needed

I was born with a severe squint which required surgery to fix. Aside from being blind as a bat without contact lenses (which is unrelated) I would never of known. As an old fart this surgery was performed decades ago, so I'm sure your friend benefitted from better experience. He'll be fine with no problems.
