I think the Spey reference was a comparison with the cost of making a UK only Phantom.

I certainly understand carrying some A-A missiles, even on a ground attack mission. Even the A-10 will carry a couple AIM-9s if there is any air threat, or the possibility of shooting down a helicopter or two. AIM-7s seem like a bit of overkill, though. Not a great close in weapon, although they do have some interesting capabilities up close. Maybe for self-escort?

As said though, seems like more of a "look what all we can carry" picture. If those stations would otherwise be empty, by all means throw them on for the photo.
