Yes, and or, no. The money doesn't "sit in the bank", the bank loans it out. In fact, the bank loans out far more money than they have as deposits, so say the billionaire puts £100m in the bank, the bank will lend out £600m or £700m to businesses and individuals. Now, say the bank leant £500m to a company developing an anti-cancer drug, that would be good use of capital, and far better than buying a boat with the £100m.
