Ok, the big one is at Davis-Monthan AFB in Tucson

I would say they are just 'Mothballed' so can be put back into service at short notice if needed.China would be more likely to buy a few jets given that scenario.

Perhaps some but by no means all.Many are completely time expired and have been part stripped for spares. That is the facility's main function - to provide spares for the remaining aircraft still in service.
Sometimes old airframes are reactivated for reinstatement into service - or sale to a foreign customer.
