I think you're right about it being a Mig-21.

It's nose wheel doors are too far forward for the Su-17/Su-22 Fitter family, and that second 'pitot' (or antenna?) looks to be in the right place for the Fishbed. It also look quite "straight and level" on the ground - whereas the Sukhoi product has more of a "nose high" attitude on the ground...

Just came across this again, taken last summer at Filton with a monster 800mm lens I was borrowing. This aircraft is inside the new Aerospace Bristol museum now, which opens this week I think.

Also Yugoslavia never operated the SU-17/22. That photo was taken at the Batajnica air base, where they still have 20 MiG-21s with the 204th Air Brigade.
Batajnica now under the Serbian Air Force banner today.
