I think it all depends on ones 'mood' at the time when deciding on 'best singer'.
Bob Seger springs to mind at the moment.

If on the other hand, uf one had to judge on greatest range of voice, would have to nominate Russian singer Ivan Rebroth.

Was the best vocalist but hasn't been since '84. I don't understand what he did to himself when people like Halford and Dio have managed to keep things in shape.
