Im not in the financial position to make the plunge just quite yet, but I am smitten by the gtr....

1: USA Registration, specifically Virginia. Anyone know the details of how you would go about registering the GTR in virginia? a 2500 mile per year kit car registration wouldnt work for me, as I can guarantee you I will go way over that number.

2: Are carbs "the way to go?" I haven't seen much except for the 1000+hp engines using any kind of fuel injection setups.

(Ok make this number 3, anyone around the VA area have or is currently building a gtr and want to show it off???)

The choice of using carbs is not an 'Ultima thing' but takes its steer from the vast numbers of these engines in use over there. As you rightly say, you do not see or here much about fuel injection. John Lingenfelters book on building SBC does include a section on the subject.
Can't help on the other questions as i'm the wrong side of the pond (or the right side????)

I came very close to moving to Abingdon. Restrictive tax laws and not being able to register a GTR are the main reasons I live in north east TN. If you live in VA and want to build a car it will have to be licensed as a pre smog car (Cobra) or it will have to pass the same tests a new car does.

You can talk with the builders on the various Cobra websites for more info.
