Strange experience with an LG screen

Over the past week we stayed with friends who have an LG plasma of unknown model but it was a 200hz plasma I believe.
Whilst watching any program/film it had a strange effect whereby the moving elements of the screen appeared to move seperately from the background image. Almost like looking at a pop up picture. The main moving parts seemed to move at a strange speed too, it gave a seemingly artifical depth perspective as anything that moved appeared superimposed onto the background.
Why did this happen? It is something I've noticed on other LG panels and something I could not personally live with.
