Living below the poverty line, is not having Sky tv. You need something to watch when your sitting on your arse all day. People who have lives, don't need 500 TV channels to watch.

Council telly is ITV1,2,3,4 and the sky channels with people like Derek Acorah.

You only have to look at all the nice bold primary colours.

Skanky freeview is council telly IMO.

Sky may be popular amongst the council estates but it's pretty damn close to 100% market penetration on the privately owned estate I live on as well so I think to relate it to council houses is a bit behind the times.

Council telly is not one particular delivery method over the other. Council telly is about the content. ITV primary colour television is council telly. Bid-Up TV is council telly. Any lowest common denominator programming is council telly. It has nothing to do with Free vs Pay.
