To be fair, the dubbed bits are where he's impersonating Sir Hillary Bray (George Baker), and it's Baker doing the dubbing, the idea being that Bond is impersonating his accent so Blofeld won't realise the difference having spoken to the real Bray over the phone. It's part of the plot rather than a result of Lazenby's acting skills.
Wouldn't be surprised if the skills aspect had influenced it somewhat.P-Jay said:

Some scenes filmed in Bognor, pretending it's somewhere exotic.They do this a lot. When I was at school we went to Amberley Chalk Pits museum the day after they had been filming A View To A Kill there (it was the Silicon Valley mine in the film). We had all these worksheets to fill in but instead spent all the time asking the staff about what it was like and what happened and did they get to meet James Bond and ride on the American Fire Engine.

Yes, Bond had no class in Casino Royale, that was kind of the point!! It was back to the very beginning for the story. "shaken or stirred?"
