ps. I recently went to a Radio 4 recording with James Burke (BBC Tomorrow's World, Apollo Moon landings) as one of the guests. Here is one of his clips from the 1970s. Watch it to the end. He's an interesting bloke and not a geezer.

Brake were silent on the BRM day in Bourne and didn't feature much when the Tuscan racers drove from Darlington town centre to Croft ; nor the Jim Clark Rally nor the Tour of Mull . Things aren't really half as bad as sometimes people want to make them sound.HSE don't get directly involved in sanctioning events(but only an idiot wouldn't do some commonsense stuff re spectator control - or is that nanny state too ?) Well it's all relative. Horses for courses. Only have to see what spectators get up to on stage rallies to know that some forms of control are wise. But that's when vehicles (plural) are being driven competitively at the limit possibly of the vehicle and certainly that of the drivers.
Competition car parades are another thing and whilst no knowledge of what specifically happened in the cases you mentioned would be surprised if spirited drifting and speeds OPL were allowed and no possible censure.
Sadly I cannot imagine anywhere in UK where someone would be allowed and permitted to drive a full not road legal competition car around a town on roads open to other traffic, pedestrians and shoppers wandering about without what appeared to be any segregation or control and then give it some welly. OK the degree of welly was very restrained compared to the driver/vehicle capabilities but where in UK would that be allowed to happen?
The example of JB and Frome was the nearest but different level of crowds.
