You could say the same about a Sitcom in a army medical camp during the Korean war or one set within the French resistance. There are limits but what matters most is the characters and the writing.

Half way through Season 2 at the moment, decent series. I thought Dollhouse was excellent. Although it didn't last long, at least it had an ending.A did anyone watch The Almighty Johnsons? A show from NZ about a family who are direct descendants of the Norse gods. I really liked, but no one else seems to have heard of it.

It's pretty good, to be honest.
I'm currently half way through the Yorkshire TV series 'The Sandbaggers' on dvd, it ran from 1978 to 1980 with twenty episodes and despite being largely studio bound it's very watchable and very well written. Shot on video tape with some location filming thrown in, it's proper old fashioned cold war stuff and the casting is spot on...
What little location filming there is was mostly shot around Leeds, which stood in for the eastern block scenes(!), while the 'S.I.S.' headquarters was in Saville Row, London, a few doors down from the Beatles Apple Corps offices.
I've also got 'Bulman' to watch, the '80s spin off from the 1978 series 'Strangers' with Don Henderson as unconventional copper George Bulman...

Diminishing returns as the story progresses in the later seasons (I wasnt convinced by where they took the story) but the first season is absolutely excellent.
Strong concept well executed.
