top up tv

What's it all about? Anyone on ph got this?
I tried accessing it on my tony blackberry but the site doesn't work to well!

Basically I'm looking for a cheap freeview recorder for the world cup and for motorsport this summer.
I can pick one off this top up tv mob reconditioned for forty quid, but am I obligated to purchase tv channels?

Also anyone know what the packages are like? Value for money etc.
