What are Virginia's gun laws like, could he be carrying a gun legally for whatever reason?

This lockdown idea alaways appears to be a recipe for disaster.

It may make it it easier for the police to capture the guy, but I know I would prefer NOT to be locked in a building with a loonie with a gun.
