I think it's because the "reality" that some newspapers are reporting actually stops short of the conclusion to the issue. At one point in the process, the cat seemed to be relevant. But in the end, it was not the reason the guy stayed in the UK.That statement doesn't relate to the reality. Strange.
It's classic newspaper tactics - they don't actually tell lies (well, sometimes they do), they just print the facts that suit their argument. It's the things they miss out that complete the story and would allows us to make a sensible judgement.

If that's the case then they are exactly the same - Minister uses "real life" example to highlight shortfalls in their opponents policy / historical decision. Example proven to be untrue. Minister looks foolish.
