WHAT THE HELL?! Just left?
Dutch tourist Corne van der Eerden was on a nearby beach with his wife and witnessed the accident.
He told the BBC: "We heard a flapping sound and saw what we thought was a guy sky-diving or parachuting.
"He crashed into the wall - it looked to be about 60m high."
Mr van der Eerden said the parachute appeared stuck on the rocks, and he ran over to try to help.
He added, "I shouted out to him and he said he thought he had broken his leg. He said he had his mobile phone on him and was going to call his wife.
"I told him to be careful but he said he was going to hang on tight. Our boat arrived then, so my wife and I had to leave."
Mr van der Eerden later discovered the man had died.

In fairness to the OP the limitations of the relatively short article do not ellaborate any further than the Dutch tourist was witness to the immediate aftermath of the skydiver snagging his parachute and subsequently left the area with no mention of any party making any attempt to help the parachutist before he daparted on his boat. The article mentions that emergency services made attempts to assist and that after a three hour experience the parachutist fell the remaining distance to his death.
From that you cannot directly know the services had been summoned or assistance given before the time the Dutch tourist "had to leave" as his boat had arrived.
I think we can hope (at least) that wasn't the case.

BASE jumping isn't really parachuting or skydiving.

At the end of the day, the man is responsible for his own death due to the perilous nature of the activity. Quite shocking that he considered it ok to jump with his partner 7 months pregnant!
However, it seems questions are being asked as to why the emergency services did not respond with appropriate equipment. A single rope could have saved his life.

Or by jumping off a cliff...Years ago I was directing a photoshoot in Hyde Park, which meant I had to get there before dawn. I was walking past the Hilton Hotel as the sun was coming up (heading off to look for coffee), looked up and saw a base jumper jump off the roof of the hotel. Unfortunately his 'chute got snagged on something on the roof as he jumped, which pitched him over the side of the hotel. I stood watching as he bounced off the side of the balconies of the hotel, screaming. The noise made when he hit the ground and the mess left behind, are, without doubt, the most unpleasant things I have ever witnessed.
