Half of me is giggling in disbelief.

The other half is horrified that this man has any sort of input into military deployment. I wouldn't trust him to look after a scout troop.

He already admitted he was trying to be 'funny' with the comment, although obviously his public speaking skills are rather questionable to be able to judge either way.

He seems to be one of those guys you wish you had a remote for so you can fast forward to the point he's actually trying to make.

If I had a remote for that guy it would have only one button on it which, in accordance with tradition, would be covered by a failsafe and may even require a key to enable it.
