Seems very clear the Second city of the Empire was Liverpool.

Anyway, in a more recent survey (2015) Edinburgh was voted the fourth most beautiful city in the world behind Paris, Florence and Rome and ahead of every other city in the UK.

Maybe read the entire article rather than the parts which support your supposition.
I did read the whole article. The extract was clear in naming Liverpool the second city of the empire, with others claiming it. Your point about Glasgow is in relation to population size, in which case neither Glasgow nor London would have been anywhere in Empire terms...

Then later there's an additional paragraph, again giving precedence to Liverpool, although stating that Glasgow still uses it in advertising.
