9/11 was a result of a Fatwa issued by Al Queda complaining about US troops in Saudi (invited there by their Govt) and ongoing support for Israel.

Whether in our minds or theirs it was justified is immaterial. It was pretty much a declaration of war.
I'm pretty sure that everybody would have been happier if they'd donned uniforms and faced them in open battle but that's not how terrorists work, is it?
If you go to war, bad things happen on both sides. No good complaining when it doesn't go your way.
