2. What should Burnham have done about mid Staffs as chief sec. to the treasury or at DCMS? When he became health sec, he ordered the Francis enquiry.

Who recommended the trust gain foundation status? Saintly Mr Burnham. He was only following official advice, nothing to do with him, of course.

a. Burnham has responsibility for the abuses at mid Staffs
b. He covered it up
