Agree the money first, decide what to spend it on second? The latter is the easy part.

No I dont think anyone in government is capable of calculating it.

And I dont think it matters either. We will pay what is necessary to get as good a trade deal as possible.

Who said anything about exactly even? The point is that trade provides some benefit to each party or it wouldn't happen.
