I skipped over the playground exchange by some of PH's eminent psychiatrists so might be repeating something here, but Blackman is due to be (re)sentenced on Friday March 24th (Diminished Responsibility Manslaughter).

What ulterior motives might he have had? Col Oliver resigned his commission over this, so advancement in the military was not a consideration.

I think its just to give the sentencing verdict a few days distance from the killings in London. Whatever your views on his actions, I think its probably a commonsense move.
