Who in the US is going to be that bothered about sanctions against Russia? The only people who are upset are the Russians and it's almost like he's saying to them "I'm sorry, this isn't my fault. I asked them not to do it....."

The last paragraph of his signing statement are clearly his words. Whether the rest of the statement was written by him is open to question.

I built a truly great company worth many billions of dollars. That is a big part of the reason I was elected. As President, I can make far better deals with foreign countries than Congress.
