I can't see why it would be any surprise,i would expect any tall building to have this 'feature' built in.

if you have several tall structures in close proximity and one sustains severe damage from say oh I don't know a plane crashing into it or an explosion in the basement which causes severe damage there is the possibility that that structure could fall forwards,backwards left or right so damaging any buildings next to it and the further carnage that will cause,so you need that building down as soon as possible once occupants are evacuated where possible.
just my theory and I don't know if the wtc7 building was pre damaged at all but it seems logical.

I just can't see how a building constructed around a steel cage could fail in that manner.

I could see it maybe twisting a bit if it were heated enough, sure.
