Not really the problem with fire is when it breaks out through the windows it "sticks" to the façade due to the coanda effect, this also makes the flame increase in length, so would in reality "burn" over the non combustible panel at floor level. The coanda effect is for example the effect that '11 to '14 F1 cars tried to exploit with blown diffusers to stick the back end down.
