It's the parents that have been fined for their fking stupidity. Unless you believe that a 5year old actually organised the entire operation on their own?
Stupidity? I suggest you take a deep breath far away from they keyboard and think about what's actually happened here.

Daddy, can you help me set up a stall on the pavement in Mile End, to sell Lemonade to a load of pissed/whacked festival goers?

No dear, but why don't we have a Teddy Bear's tea party in the back garden instead?
Not, "yes of course Poppet, we'll do whatever you want".

Whilst issuing a fine to a 5 year old is jobsworth idiocy, so is organising street vending for a 5 year old....
It wasn't satire! rofl

Bit heavy handed of the council; technically an offence was being committed but come on, use some common sense, either have a quiet chat with the parents to stop the activity, have a quiet chat with parents to get a vending license or actively encourage the 5 yr old to engage in entrepreneurial activity along different avenues.

I see innumerate little tables at the end of peoples drives with a stack of produce on it, such as eggs, honey, fruit and vegetables with an honesty box next to it; people stop their cars and buy boxes of eggs for £1 or runner beans for 50p. I drive past 14 such locations every day. That's 14 tables, all selling stuff like honey, duck eggs, plants and flowers, more eggs, beans, apples and god knows what else.

Do they all need a permit? Or is it just Tower Hamlets, a nice labour borough that likes to stifle enterprise and keep people in poverty?

Or, is it just 4 halfwits doing minimum wage job not thinking. Council called to apologize and cancel the ticket. Not sure what else they were supposed to do?
Do you actually think it's anything to do with being labour council?

Sorry but have to agree with Teknopug...

Every other thread on this website is moaning about situations created in which personal responsibility is lacking...

Clearly this was an over reaction, however in reality are the heads massive really suggesting that arranging a lemonade stand on the street for a five year old to sell to passers by is a sensible thing to do?

Which is exactly the point. And 4 council workers couldn't manage to see that.

In case this is not sarcastic post; is it sensible? Absolutely. Our son was selling lemonade at the local village soap box competition. Made enough money to buy himself few Lego sets. Was so happy and pleased, quite rightly, with himself. Can't wait for the next time, but he want's to sell donuts too, as that will get him more Legos. 5yr old.

+1
it's not like she won't have been supervised!

when I was a child I used to look for lost golf balls on the course (felt like looking for treasure), clean them then sell them back to the golfers! it was good fun

How about, instead of employing 4 halfwits (being charitable) on the minimum wage knowing that the most that can be expected of them is to follow the rules blindly, the council employ one fully witted person whom they can trust to use discretion, at double the salary, (half the cost to the taxpayer though).

Everyone wins, including the former halfwit who will grow into the new role and may actually be able to support him/herself on the new enhanced salary.

Being Tower Hamlets I'm a bit surprised that she wasn't fined multiple times
