There's an extra layer. The bill needs a simple majority of 51 to pass. But if it is filibustered, the side proposing the bill needs 60 to break the filibuster. The Reps couldn't even muster that, despite having a majority in the Senate.

The vote that took place was 50-49 (McCain is not in Washington and didn't vote) in favour of breaking the filibuster.

It is all a result of the total lack of credibility of Trump, who has been caught out on so many lies and issued so many daft statements himself that I doubt anyone in the US actually believes anything any more. To be a President and to complain about 'fake news' when at the same time spreading it is astonishing.
