If I well remember the terrorist attack in Berlin was made with a truck that was stolen killing the driver. I don't think these terrorists would be afraid of stopping the first truck/van they see, killing the driver and get the van.

sounds like this could be implemented in all of 5 minutes then, reading your comments and those above. It does seem like theres systems and mechanisms in place that this could have been done very discretely and left the suicide jockeys none the wiser
If every rental company used the same IT platform, then yes it could be rolled out very quickly, however there are thousands of rental business from the little back street garages providing courtesy vehicles, to the larger local independent businesses, and then the national and global names like Sixt and Enterprise, and everything in between.

The only common factor is that if a hirer uses self-drive insurance, then a licence check needs to be completed via the DVLA. If a customer provides their own insurance, and planty do, then there is no legal need for a licence check. Most rental companies will use it as a form of ID though.

If something is brought in to legislate for rental companies checking people with dark skin for murderous or suicidal tendencies, then it will simply be a very expensive and arduous way fo shifting the problem elsewhere.

I assume as you have criticised so much you have a better solution, if so I suggest putting in writing to your MP...
Well, seeing as how we are living in extraordinary times and the enemy within is pretty much known to the authorities

1. Arrest under anti-terror legislation every single male returned from Syria
2. Close mosques found to have links with any convicted Imman
3. Arm all police with sidearms (it saved lives in France and Spain)
4. Charge the immediate families of known,imprisoned,wounded,dead murderers (I won't dignify them as 'terrorists') as accessories before the fact
5. Introduce Israeli-style interrogation and profiling at airports and transport hubs.

But of course none of this will happen as they are all politically unacceptable solutions. So the murders will continue.
