Between US ports is the crucial bit there. You can sail your Panama registered vessel stocked with inflatable hot dog shacks from Cuba to Panama. You cannot then sail to another US port. Granted, you can't go to a US port to get their aid hot dog shacks, then to PR (well, except for now), but it's not Trump, it's nearly a century of every flavour of US politics protecting their shipping trade.

US land of the free market economics, providing you are in the US, otherwise prepare for protectionism.
