This may be just a method of causing chaos. Honest guv, I just dropped a bin liner out of the window.
If this is a test run for something far more sinister doing it away from London seems logical to me. Far less chance of getting caught, less CCTV around surrounding networks etc, and as you say quite a bit easier to pass off as an accident if you do get traced.

Also, I know we’ve all complained about the amount of coverage given to ‘attacks’, but it feels like the media have been remarkably quiet on this one, perhaps intentionally so. I head down that way (from Wiltshire) of a weekend quite often but even at lunchtime I wasn’t aware anything that serious (in terms of congestion) was going on. My Waze would have picked it up but it wasn’t exactly plastered over the BBC as breaking news like the bucket incident on the underground. It wasn’t even particularly clear when it had reopened. The reporting has been vague in the extreme.

Quite.. almost like some sort of slimmed down version of a D-notice.

When trapping vehicles for so long, why can't they unbolt a bit of Armco and let them out? Or just start u-turning the vehicles from the back of the queue?
Because non-tailbacks with bomb scares don't make the news and scare the st out of the populace. How on Earth will PM May be allowed to spy on your porn tendencies if you're not quaking in your boots?

However, I don't think that is the intention. These have all the hallmarks of something a lot more sinister. Timing is about right, too. Hopefully, I'm wrong.
Eh? Such as what? And what is the timing right for?!

It's not being treated as a terrorism related incident.

That's alright then.

Very unlikely- they usually prefer to do that sort of thing out of sight. Not by causing one of the worst snarl ups the south coast has ever seen!

Looks like a massive overreaction to kids being kids.

Depends who is doing the testing?

True, but if someone is 'testing ' response; that is not an exercise.

If you wanted to go full tinfoil, you might think these two incidents might be linked to the similar Eastbourne chemical event a couple of weeks ago.

The reporting on that was pretty vague and there has been no update that I've seen since. scratchchin

That did seem remarkably under-played for something bearing the hallmarks of WWI warfare...

Some sort of flammable substance it seems.

Bit of an over reaction to gridlock a large chunk of the south coast road system?

If guilty, what's the maximum sentence for this knobcheese?

At 17 he's a youth, and I've no doubt he will have "issues". Custodial sentence will be available as an outcome, but I wouldn't bet my mortgage on it.

Although the fact that he's been charged for incidents on different days suggests a high level of determination and planning, so should up the ante somewhat.
