What happens if we say "no", yes it is against the various conventions but who takes action against us and what is the punishment ?

These would also be the conventions Syria did not sign up to.

Where are they?
Bielefeld, Nord Rhein Westfalen, he was stationed there in the R.C.T., and
was talked into a blind date by his brother, who was stationed in Paderborn.
He was then captured by a blonde Fräulein, and never came back.
Fun times at their wedding, her dad was an ex SS sniper, my dad
was ex Royal Tank Regiment, they had a good drink together.

Although, I can understand international conventions about saving lives at sea if you find yourself in the situation where someone needs saving whilst going about your seafaring business. How can the rules apply if you decide to not take your boat out that day? Surely there's no obligation to save someone that you are not aware of?
Many possible scenarios: they have a radio and broadcast a Mayday. They launch a flare. A vessel spots them and calls the coastguard.

I know it well - also spent time in Osnabruck, Dortmund & Sonthofen.
