I take your point, but he did not physically threaten the woman - so I imagine people were afraid of being arrested for assault if they made the first move. The bloke in the doorway did make a point of standing between them.

Would be interesting to hear from one of our BiB whether it would have been legal to use force to restrain this dude.

not a bib but i think if you could demonstrate a genuine fear of physical harm you can preempt an attack

and i mean physical harm to yourself or others
