Initially the arrest was for "possession with intent to supply Class A drugs and driving matters"
Now it is for "suspicion of being concerned in the supply of a Class A drug" and on that charge he was released on bail (to the hospital).
So either someone in the police/CPS has decided it wouldn't look so good if the arrest for the first charge actually caused him to die. Or some new evidence has become available that will mean the new slightly different charge will stick and they're happy enough to get him on that?

Perhaps it's no more complicated than the potential evidential benefits are now outweighed by the medical risk.
I'm not sure about the charging / discontinuing the article talks of, but it could have had an impact on the decision to bail, too.
