Are you really that bad off that if you have to steal gas? Are you a gas engineer? Do you know the implications or turning a meter? Do you know about tamper dots?
If someone comes to read/exchange the meter they can tell it has been in backwards.
As for tamper dots , unless thats a new thing in new installations, I've not heard of it, having said that cannot see why they would be needed as new meters are basically tamper proof. Any rate, as said in certain situations the meter can be circumvented without altering it, or the physical installation. As for this scenario in Leicester , no doubt the cause will be unveiled, would not surprise me if somebody has been buggaring about with the service.

It doesn't matter what it said, my point was why report it, I'll bet its the same sort of person who peeps out of the net curtains day after day just hoping that their neighbour puts their untaxed car on the road briefly so they can report them, despite said neighbour taking in parcels for them every other day.
