He didn’t say he’s stealing gas. Just that his mother has the type that can. An old installation that hasn’t been updated.

There's 4 poor buggers who went about their business yesterday as normal who wont be doing so again. Whatever the cause, gas or otherwise, you can bet that it wasn't planned.

Afraid you are wrong, backstops are a relatively new thing, 10 or 15 years at most. True enough todays meters are basicallly tamper proof, but there are many still out there which could be turned. Having said that, a meter cannot be turned in standard recessed or external meter boxes as the dial impinges on the back of the box. I beleive the bracket/jig was designed exactly thus for that reason. The meters fitted to the boxes recessed into the ground are handed so they cannot be turned. However there is more than one way to skin a rabbit.
In certain circumstances if the meter is not modern and its fitted freestanding without a bracket it can give free gas in literally seconds, but I'll not go into that. In fact my mothers installation is one such case.
Are you really that bad off that if you have to steal gas? Are you a gas engineer? Do you know the implications or turning a meter? One doesn't really care about someone getting free gas if they're really that poor, more the safety implications of a incorrectly installed meter.
Do you know about tamper dots?
If someone comes to read/exchange the meter they can tell it has been in backwards.
Nope, don't steal gas, no need. Modern meters cannot be turned, they lock out, older meters can, in most circumstance, in that case, unless a meter is turned when viewed there is/was no way of knowing if it had been run backards.
As for tamper dots , unless thats a new thing in new installations, I've not heard of it, having said that cannot see why they would be needed as new meters are basically tamper proof. Any rate, as said in certain situations the meter can be circumvented without altering it, or the physical installation. As for this scenario in Leicester , no doubt the cause will be unveiled, would not surprise me if somebody has been buggaring about with the service.

Tamper proof or not, don't underestimate peoples willingness to try to mess with meters. Red hot pins through the mechanics and 'G' clamps to compress and jam moving parts are my favourite two.

Suspect it won't be a meter fiddle issue.

Either a builder screwup during the shop re-fit or poor plumbing changes for any new oven setup (Poles like their baked bread and bakeries).

And outside chance for an ISIS type getting his first attempt at bomb making wrong in a flat upstairs!

It doesn't matter what it said, my point was why report it, I'll bet its the same sort of person who peeps out of the net curtains day after day just hoping that their neighbour puts their untaxed car on the road briefly so they can report them, despite said neighbour taking in parcels for them every other day. I'll bet they have secret ambitions to be a traffic warden.

I saw the post, thought it was pretty poor, then checked the poster. I didn't dignify it with a reply.

Three men arrested on suspicion of manslaughter. Fiddling with the supply then.

Some folk this evening are starting to question whether the volume, velocity, density, and colour of the smoke from the fire are consistent with a gas explosion. And the Daily Wail this evening has started moderating comments on the story -- somewhat unusual for a local, domestic gas problem. All speculation, of course, but it is possible there may be more to come on this story.
Nothing to see here. Move along now.

Note those arrested are not local but come from 3 different regions of the UK. The plot thickens.

Arrested for manslaughter, rather than murder which adds more questions.

I'm guessing it is the builders that did the refurb work.

If so, I wonder if they are Gas Safe registered?

It's fking grim this one. 5 apparent victims, only 3 ID'd so far.......
