Ultimately you need to think about the need being addressed.

If there are too few ambulances then there's little the people at the top of the police can do if someone is having a heart attack and they are asked to go and do basic first aid.

Same with MH and other issues mentioned.

This is an example of where a simple execution is warranted. A bolt gun to the head or hanging is one way, being tie wrapped to the wrong side of the Tiger enclosure fence sounds like better value though. I'll shoot the video on my phone. There is no reason for scum like this to live.

Whilst I agree with the sentiment of making it slow, think of the cost of the potential disruption of this in a city centre. We shouldn’t be spending a penny more than we need to on this scum. Tiger food isn’t a bad option.
