Train companies and the like build repair and repaint costs into their business models, have done for ages. Not ideal at all, but a necessary part of the industry. And for the record, although I suspect you know this, many graffiti artists are commissioned by all sorts of businesses for branding and marketing projects, globally.
It sounds like you're saying that because people are already trying to mitigate harm/loss, it somehow excuses the reasons they have to do so.
