A red herring given many have been, and that's the point?

This is a policy that only started this year and initially I wasn't overly that bothered by the simple splitting up, but the fact some kids as young as 11 months are split up from parents, separated by thousands of miles, haven't been in contact for up to a month and have no existing strategy for how to reunite parents and children is abhorrent. A human rights nightmare.
