It's very hard to think of anyone who has achieved less than trump. He spends most of his time playing golf and watching TV. Finds time for occasional dumb and offensive tweets.
Depends how you look at it. He's done a lot for his supporters:Out of Paris (waste of money)
Taking on China and other countries on tariffs to stop America being screwed over
Taken on money being stored outside of US (tax breaks, around 0.5 trillion dollars back into States)
Reducing red tape for businesses etc
Partly affected Obamacare, not there yet though
Making a lot of noise about the poor Americans being left behind (raising awareness, making them feel noticed)
Being tough on immigration, seen to do something about it
He has done quite a lot, albeit quite a lot there is reversing previous stuff, but many of his supporters wanted that, so he has been effective for them.
Way too many people here seem to be viewing progress as "same as before" - in which case he's not done much. But he's not aiming for that. He's also not aiming for "liberal" stuff like more rights for everyone etc. I suspect quite a lot he's just doing it because he enjoys the attention, rather than really believing some of it. However stuff like the trade war with China I believe he does believe in, even if many in his party are less for it, but let it continue as overall he distracts from them for any bad press.

If Rosenstein departs, Noel Francisco should not oversee the Special Counsel investigation. His previous firm Jones Day represents the @realDonaldTrump campaign in the Special Counsel investigation. This is a huge conflict of interest.
