If a group standing outside your house singing "we will fight, we know where you sleep at night" isn't classed as intimidating I'd be interested to see how you'd feel about a loved one being subject to it. Any reasonable person knows this group went too far and if it is intimidation, well...

On Monday, many countries signed onto a historic cybersecurity pact as part of the Paris Peace Forum, marking an important step forward in the global fight against cyberwarfare and criminal activity on the internet. It attempts to be the largest and most coordinated effort to date to create a set of international laws and norms for cyberwarfare and security, sort of a Geneva Convention for the digital world.
The cybersecurity pact calls for countries to work together to promote human rights on the internet, thwart malicious activities such as theft of intellectual property and trade secrets, and develop better methods to prevent foreign election interference.
Theres a huge number of tech companies have also signed up to it and organisations
