Arrest under what grounds? They are way out of their jurisdication. And al-Baghdadi was a stateless terrorist.
It's difficult to see how a stateless terrorist, functioning as an unlawful combatant, was upholding responsibilities and was deserving of rights. Sorry.

Yes, I understand what actually occurred. And you make an important point about the morals of al-Baghdadi, himself. I wanted to address the comment about extra judicial killing of stateless terrorists. As with Osama bin Laden, to make an arrest is merely discretionary. In my opinion, there is no obligation to do so.
In the article linked earlier above, Boris Johnson put it best, I would say: Corbyn's words are "naive to the point of being dangerous".
