It would take a special kind of stupid to escalate a letter from the police to threats or violence... How long would the list of suspects be, ffs?Quite a few around where I live, invariably senior citizens running it.
I had an encounter last year where (according to my speedo) I wasn't even exceeding the limit.
Not only did I receive a letter saying I was speeding, I received 2 letters on the same day with a few minutes between each alleged incident, despite the fact I only passed through the area once.
All the 'training' in the world is no good if the operator is senile...

The more of these the better. They exist when some busybody decides everyone is speeding down their street and starts agitating for the installation of speed cameras outside their front door. The police give them a speed gun and a high viz and make them feel terribly important however the actual point of the exercise is to prove that actually very few people are speeding down their street.

Enforcement should [and MUST] be by the Police. Stuff the fancy letters, all that does is change focus from being caught speeding to who caught them speeding. If they want to be "user friendly" a good stiff bking at the roadside immediately upon transgression for about 30 minutes would I believe wake MOST errant motorists up.

Hence the "we need speed bumps " campaigners [many of whom are anti car from the start] gain momentum and publicity.
Those drivers who drive in an urban area at excessive speed or at a speed unsuitable to conditions/visibility, well there really is just NO EXCUSE for this lack of responsibility to your community.
But unfortunately this lack of basic respect is endemic across the UK. Why? well that's another topic....you decide.

Some years ago following frequent complaints about the speed of vehicles - mainly lorries from the local quarry - in a Leicestershire village we visited on several occasions during the times the complainant had highlighted as the main problem. On occasion he would join us - would just wander up - & soon realised it was the size & noise that made him think the lorries were speeding as his guesstimates were always well above their actual speed.
Despite several visits we only caught one speeder. It was the complainant in his car. I can't recall the actual speed, only that it was over 40 in a 30 limit which was £60 & 3 points. He was quite philosophical about it.
The "sort of main road" near where I live, along which I commute, is trying to set something like this up. Its a residential road with a 30 limit, and there are two primary and two secondary schools along it, plus it is also one of the two "avoiding low bridge" routes for lorries going through the town rather than stopping in it.
However, it is my own belief that you would lose all your teeth if you actually did exceed 30mph along the road given how terrible the surface of it is.
The actual problem is that the residents cars are all parked along the road, restricing it in many places to one lane (Maybe two small cars could still pass) and whilst there are plenty of gaps to pull into to allow oncoming traffic to pass, the result is that you get everyone regularly revving their engine from idle to then get moving again, rather than a constant level of people going past. Having walked along the road many times as well, the result makes you THINK everyone is driving badly, but the reality (from a drivers perspective) is that you aren't ever getting above 30 at all, you're just doing 0-20 half a dozen times
