One thing that's really wrong here? The Parole Board in question 'should' be made accountable. That means if someone tops him, to the other extreme he carries out another crime (of any sort). Because it will mean they got it wrong. If you or I do anything wrong in our work or daily life we get held accountable. That's right and proper.
Perhaps we should call in the 'girls'?
When the dopey Parole Board decided in the stupid wisdom to release 'Warboys', the 'girls' got really angry and vocal and as such he was not released, and it ended up with the Parole Board Chair having to resign.
Good! That's the way it should be.

What sort of liability does the parole board have? They palm it off on to the 'expert' psychologists who will then just say that there was no evidence he was still dangerous.

Here's hoping someone messes up his day and impales him on a big rusty spike, still alive.

Basically it's a glorified bean counter tasked with finding ways a financial institution can rip the arse out of the system to the consumers detriment to create profit for those on high.

Try and find the names of the individuals who authorised this... no chance.
If they're so confident why don't they have him live at their gaff.
Imagine the cost to the public purse of keeping this thing in society and it will continue on release.
He'll have every service available at his fingertips.
He'll be better treated than many pensioners.
Eventually set up in his own property all mod cons no charge.
The only saving grace is someone will see him off or his life will be made such a misery he will want to go back inside.
He should have swung by the neck forty years ago.

Well he has to be moved to a lovely upmarket middle class area where he'll know plenty of people.
Let's face it it's only tax payers money being used to organise this.
He's not funding anything and at the end of the day he's only murdered three toddlers in the most horrific circumstances.
He's a reformed character don't you know and he deserves all our support to live out his years provided with more support and money than most people can only dream of.

There's no 'normal life' after you murder 3 children left in your care. You might have a normal life after stealing a car or injuring somoene in a drunken brawl if you do your time and genuinely change your ways. If I ever woke up to find that some former 'me' had committed such crimes I can't imagine that I would want to carry on living.

The interesting thing ( for me ) was the section about the psych test he had to do, after his meltdown in the Navy, which “was never disclosed”. ( which wasn’t around back then ). My guess is he’d score right up in the high 30s ( possibly a 40 ). This pretty much means he’d be incapable of seeing anything abnormal about what he did as Prototypical psychopaths have no concept of morals, or right and wrong. It’s believed that true psychopaths can’t be rehabilitated, because they don’t except what they did was unusual in any way.

An assessment of reoffending isn’t binary. They aren’t saying someone won’t re-offend because that’s not possible. There’s always the risk someone will, no matter how small. They best they can do is make an assessment as to how probable it is someone will re-offend. If they judge it as unlikely someone will re-offend, and that’s the correct assessment based on the information they have, then it’d be irrational to hold them to account if that person does go on to re-offend.
When you had limited control of the outcome, then accountability comes through how well the process was applied.
